【2022年4月13日】アメリカ合衆国臨界前核実験への抗議

　貴国がネバダ州の核実験場において昨年6月と9月に臨界前核実験を実施したとの報道に接した。

　ロシアによるウクライナ侵略、そして北朝鮮による核実験再開の兆候など、核兵器使用のリスクが非常に高まる中で明らかとなった貴国による臨界前核実験実施に、被爆地は猛烈な憤りと強い危機感を感じている。

　この行為は、貴国が核兵器の近代化を推し進めていることを示すとともに、核軍拡競争を助長し、国際社会がこれまで築いてきた核軍縮・不拡散体制へさらなる深刻な打撃を与える危険な行為である。

　被爆地・長崎市民を代表して厳重に抗議するとともに、今後、核兵器の維持存続や開発につながる一切の核実験の中止を求める。

　貴台は大統領選挙期間中に「核兵器のない世界にさらに近づけるよう取り組む」と明言し、さらに本年1月には、核兵器の拡散防止の重要性及び第6条を含む核不拡散条約（ＮＰＴ）上の義務に取り組む姿勢を示した5核兵器国による共同声明を発表された。私たち被爆地長崎市民は、核兵器のない世界に向けた貴台の決意に裏付けされたものと受け止め、核軍縮の進展に期待を抱いていた。

　貴台には是非ともその決意を想起するとともに、被爆地及び国際社会の願いを真摯に受け止め、核兵器のない世界に向けリーダーシップを発揮することを強く求める。

Dear Mr. President,

Today, we received reports detailing that the United States of America carried out subcritical nuclear tests in June and September of last year at a nuclear testing site in the state of Nevada.

This revelation comes at a time when the risk of nuclear weapons being used again is ever mounting, what with Russia’s invasion of Ukraine and signs of the resumption of North Korea’s nuclear weapons tests. Nagasaki City, having once suffered devastation at the hand of an atomic bombing, is deeply outraged and feels that this is a matter of grave concern.

These tests indicate your country’s decision to contribute to the modernization of nuclear weapons, thus exacerbating the nuclear arms race. Dangerous conduct such as this poses the risk of another serious blow being dealt to the nuclear disarmament and non-proliferation regime that international society has worked hard to establish.

On behalf of the people of the atomic-bombed city of Nagasaki, I hereby strongly protest against these latest nuclear tests and urge that you henceforth cease all nuclear testing that would be conducted for the maintenance and development of nuclear weapons. 

During your presidential campaign, you stated that you “will work to bring us closer to a world without nuclear weapons.” Moreover, in January of this year, the five nuclear-weapon states issued a joint statement, emphasizing the importance of nuclear non-proliferation and demonstrating their commitment to their obligations under the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), including Article VI of the Treaty. The citizens of Nagasaki believed that all these actions were underpinned by your commitment to work for a nuclear-free world and had hoped that this would lead to progress in nuclear disarmament.

We strongly urge you to remember this commitment, to take the feelings of the atomic-bombed cities and the feelings of international society into consideration, and to demonstrate leadership that will lead to a world without nuclear weapons.
